Have you checked that the inks are in the right places? For example, in a purge 4 print, the C should be by far the darkest of the grays, but not as dark as the K. The Y is the lightest, and M is also quite light. If you are using the Mild partitioning curve, what you describe is almost as if the Y or M are too dark. Their curves do go relatively flat in the area you're describing. Assuming the inks are in the right places, the red curve, controlling the dark gray ink, gives you the most control. You can probably adjust the points in that area and solve the problem. The test strips on my web page have labels that might be useful in relating the various numbers that will appear on the test strips and curves boxes.
