You're SUPPOSED to be able to see the brushstrokes.   Speaking as an 
oil painter, people buy paintings, instead of prints, because they 
WANT to be reminded that it's an original painting created by the 
hand of a human being.   Also, in many paintings the texture of the 
brushstrokes is deliberately part of the composition.

The dots in an inkjet print are simply a side-effect of the fact that 
the person who made the print was too cheap to buy a RIP or a 
dedicated hextone grayscale printer.
