To the best of my knowledge from working with some other Yahoo! mailing lists, there doesn't appear to be a way for the general membership to <modify> files in the files section. You can have permissions to download, delete, and upload files, but I don't think you can modify them. It could create quite a mess if multiple people would simultaneously upload modified versions of the same file. I would think that one person would have to volunteer to do the maintenance and that would be quite a job.
