As far as I'm aware it's a platform that someone designed to reduce the amount of vibration that passes from the kit to (and therefore through) the floor, particularly from the pedals. I'm not sure how useful it would be for an acoustic kit as it wouldn't do much to reduce the sounds of the drums themselves but for an electronic kit it seems ideal (if it works!).
