No, they're not. All the pads make a bit of a "clonk" when struck 
(they have the same composition as a practice pad, but they're hollow 
beneath). This is certainly audible (though not annoyingly so) in the 
same household, and might be audible in the next apartment depending 
on wall/floor thickness.

The big culprit, however, is the kick. If you're upstairs, the noise 
will almost certainly travel down through the floor. There have been 
several reports in this group of annoyed neighbours. Plans have been 
posted for an isolated floor design (based on plywood and tennis 
balls) - have a look back through the archives.

I'm fortunate to be able to play in a dedicated music room in a 
detached house.
