Hi Ryan, I think the DTXpress would be a great starting point - it has a lot of features to help you improve your skills, it is expandable if you want to upgrade it, and it is much quieter than accoustics. For the price issue, I have seen them run from the $500 - $600 range up to $800 for a used kit on eBay, with new ones running around $1000 new. You do need to keep in mind that the new ones do not typically include a throne, bass pedal or sticks - the used ones sometimes include these. Just to be sure you are not surprised, The bass pedal setup does usually make some noise, so a little fore thought in where you set them up can help out on the marital bliss side of things. Also, although the sales literature indicates that you can hook up an external source for music (like a CD player) to play along with, I have found that using an inexpensive mixer yields much better results.
