I don't know about the RHH130, but the standard pedal has 6 resistors,
a capacitor and a diode in it.  The way it is wired gives four
resistance values to the tip, plus open circuit, making 5 different
settings.  On my DTXpress you can hear those differnet settings.

Well, I would be happy to try to help but my hihat works fine. 
Assuming there isn't a fault with either of your components then it
must be setup - euther physical or electronic (i.e. settings in the
module).  I don't have the RHH130 to play with to see what the problem
is.  If you have access to a multimeter you could try to measure the
resistance to the tip of the conenctor when you press the pedal. 
Other than that, assuming the module is not faulty, you need to adjust
 the HH OffSet parameter. 

Hopefully someone with the RHH130 will chip in with their settings to
help out.
