weird Mod wheel bleed

Problem with my PEK:
any ideas of why a program that ive used for years now plays often out of tune because the mod wheel is set to affect OSC 3 freq (amount 70) -- but 90% of the time while the wheel is set to the bottom IT STILL AFFECTS THE FREQUENCY--- and raises it-- i have to manually lower the 'amount setting' for the wheel to zero to get the sound back to normal pitch--but the tune historically requires me to use the wheel set to raise that oscillator pitch for a special effect ,.
its like the modwheel stays 'part way up' even when it is set all the way down. This only happens on that one patch and ive had that patch for years previously with no odd effect.
any ideas on whats up--or how to get it back to normal?
It has a sequencer doing a short loop like an arpeggiator so i hold the sound and move the wheel-- but clearly it plays a raised pitch from normal most of the time. but i can get it down occasionally .
could the wheel get 'stuck' electronically--not physically, and not return to zero?
