There's an error in the link on his page. When the page got moved from Irish Acts, he neglected to change the link to his zip file. It should be:

New 3.0 update for Evolver

Hi all,

I've recieved my Evolver upgrade for 3.0.  The instructions state to 
update the DSP software first by loading the 3.0 sysex software.  The 
directions state that a countdown on screen will begin from 58 to 0 
during the midi dump,  then a countdown from 10 to zero as it updates 
the flash.....

I've sent the midi dump several times, and it just sits at zero.  The 
countdown from 10 to zero never happens...

any ideas?

I solved my own issue,  I used another app and slowed down the transfer 
rate.  This seemed to do it.

I had a similar problem - couldn't get Midi-Ox to send the sysex.
Wrote to Dave and he wasn't sure what the problem was, eventually I
used Cubase to send it and it was fine. 
The upgrade is fantastic - definitely worth $25 to get the thing
working with my BCF2000 controller - oscillator levels and filter
freqs on faders, knobs for feedback, distortion etc.  
Even if you don't spend money on the chip, there are two complete new
sets of Evo patches (v.3 and the PEK patches) which are really good,
and more logically arranged than the previous patches.

I initially could not get MidiOX to work. I eventually did by disconnecting
all but the Evolver MIDI connection. As to exactly why that worked, I'm not
sure.

I had a similar problem with Midi-OX, and found a solution. The problem
appears to be that Midi-OX sends the sysex data faster than the Evo can keep
up. To solve it if you go on the menu of the sysex window in midi-OX and
choose sysex configure and up the delay value from 60 to 120ms it will work.

BTW The update is cool, the Midi CC's are just what I needed.

Sorry, but this most definitely did NOT work for me. The problem seemed to be that I had several connections. This seemed to be confusing the transmission in some way. Disconnecting all but the simple midi-OX to Evolver connection worked - in other words, changing the transmission settings was not sufficient.

well, I've just ordered my evo upgrade!
Not sure if I'm really going to use the CCs that much, but I'm sure they'll
come in handy enough to be worth US$25. And kudos to dave for picking lots
of useful parameters while he was at it! You could have a bit of fun with a
MIDI LFO and a couple of these things.

I think the biggest bonus is going to be the new feature where the sequencer
is removed from changing parameter values when it's not active.....
