I know that for actual usage, one must program the fuse bits for an 
external crystal.  But before that happens, will the crystal oscillate 
(even though the CPU will not use it)?

Just checking an unprogrammed ATMega8 circuit with a 16M crystal and 
getting 0V on either crystal pin.  Don't know if this is normal or not.
