avrdude Windows developer is not subscribed to AVR-Chat and asked that

Also, the main Windows developer tries not to do too much on weekends 
anyway. ;-) Plus he's not subscribed to the AVR-Chat@yahoogroups.com list.

You always have the option to build the binary yourself; some build 
instructions are in the avrdude user manual. Note that it requires you 
to be somewhat familiar with Cygwin / POSIX environment.

This moves the raw source file on disk only. The archive index is not changed automatically, so you still need to run a manual refresh afterward.
