Noise Figure is a measure of the noise ADDED to a signal by
a circuit. See URL below. Remember, Google Is Your Friend!

Yes and the "3db" figure is often used as that is when hearing is "Twice as loud"

A frequency response on a Audio Amplifier is normal quoted within the 3db limits
