Is it all that hard to make one yourself in Protel? You ought to verify 
every library element you use in any case. If for no other reason than 
to verify that you are using the part you thought you were using.

Have not seen an ECAD tool with libraries that I liked. So I've created 
most of the elements I use.

My Atmega64 is in 6 or 7 parts. One for port A, one for port B, ... 
that I can put the pins near the other schematic symbols to which they 
connect. Also not necessarily grouped by pin number or pin order but by 
function. Minimizes the disconnected off-page net stuff.

However I would be interested in the specifics others are using for the 
PCB footprint. How long and wide are your pads? How far apart are the 
pads from far side to the other side (in other words, "how far do your 
pads go under the chip?")
