Possibly, you would need an external MIDI filter for this. But what sort
of set-up do you have that requires you to change the program, but only
locally? Or are you using the sound engine of both the AN1x and the
external synth?
On my EX5, you can set several zones on the keyboard, and per zone
indicate whether a zone goes to the internal sound engine, MIDI out A,
MIDI out B, or any combination thereof. But program change messages are
still transmitted.

Hello !
maybe you can try another way : look at your other instruments, some
synths can filter incoming program change messages. In my personnal
instruments only the Kawaï K1 can send or not program change messages
(and a few others but i don't remember...).
