There's a section labeled tempo. If you turn the knob all the way down, 
you'll find instead of beats per minute, it says MIDI.

Now I can arpeggiate 2 synchronized synths with different rhythms causing
aural gnomes to prance within my cochlea.

Expert Sleepers put out a utility plug-in - Clocker - that sends MIDI clock for people like 
you and Jimmy ;-)

Thanks for the pointer to the Expert Sleepers guys.  Excellent VST stuff.  I
finally got Sonar up and running so I’ll get to bashing around my speakers
in 17/6 over 5/4 tomorrow.
