Is it possible to synchronise the arpeggios on the PLG150-AN plug-in
board with the tempo of sequencer on the Motif?

If so, can this be done without using the computer editing software?

The short answer is yes, you can sync the arpeggiator to the Motif
sequencer and you can do it from the Motif front panel.
