Something else to note: When I'm programming with headphones, the volume has to be about 2/3 to all the way up in order for me to get a strong signal.

Does this sound normal?

It depends on the headphones impedance, the phones output can find it hard with low impedance phones. For your imput level problem it could be the same : the input impedance of your sound card may be too low for the AN1x line output.
