Quick sanity check - should those 2 boards look the same as far as parts goes? My T54 board is missing half the parts that are on the T52 board.

The reason I'm pulling them is that on all channel 1 voices I'm hearing full blast square, saw, and noise for all voices.

I did a quick voltage read and on pin 16 of T52 I'm seeing 12v (in Panel mode, with the VCF level slider all the way down to 0). For channel II, pin 16 on T54 is reaing 0v as expected and increases to +6v or so as I move the slider up.

I lifted the wire coming from T51 and it didn't change the reading for pin 16 (T52). Is this pointing to a blown VCA IC on one of the channel I M boards? Could a blown VCA dump 12v back down that pin?
