My thoughts exactly, ive already ordered the IC AND a socket... ( parts cost under $2) that way i dont have to heat the IC at all....But I still wonder what the IC 31 does, and if it controls the patch selection, etc. Im not joe-pro Tech, but am catching on to some of it... trial and error.

YES, i scraped out the old traces (about 5), even under the IC31, then replaced the Ic31.... But now that more of the LED s stay on, im more confidant that the IC31 controls selecting the patches, but no one seems to confirm this . I wonder if i need to get another IC31...do it again with less heat applied to the IC when soldering... .any other suggestions?

Did you totally remove the "bad" traces, or did you just jump them
with wire? The "bad" traces could still be shorting each other...
