Yes, I use it, although not under Windows. Their web site
<http://gimp.org/> lists a Windows port that you can download though.

It's pretty powerful and often compared to Photo Shop, although I can't
say because I don't use Photo Shop. It has a somewhat different user
interface. It's been around a long time so it's pretty mature (meaning
not buggy), and still under active development.

Anyway, you can't beat the price.
