Go to a Public Storage place or a packing store (Mailboxes, etc)
and buy a wardrobe box. Public Storage (U-Haul, etc) places sell
them for $10.50; Mailboxes, etc sell them for $17 and up.

Roll the JP-8 in as much bubblewrap and you can (I know peanuts
are cheaper, but the weight of a JP-8 being thrown around by
UPS will shift it too much even if you think it's chock full
of peanuts). Use peanuts only to fill in the nooks and crannies
between the bubblewrapped JP-8 and the box sides.

Alternative #2 - take JP-8 and box to UPS and use their Expando
foam packing stuff. They have a bunch of pre-sized bags now
(no more messy machine) and UPS is a lot happier with expensive
stuff when it's packed by them. I didn't price the Expando foam
bags, but they might be cheaper than bubblewrap at $0.75 per
1' x 2' sheet.
