Yep, 24 messages all the same, each cold reboot. Nothing else after
that, not even active sensing. Don't forget I'm monitoring the midi out
of the card before my bios has completely POST'ed, once windows is
running there is absolutely nothing from the card.

Unfortunately not, all I have installed are the drivers that came with
the OS (XP in my case, but they are real WDM drivers), so that's really
where my help stops.


Actually, maybe, the Active sensing could be coming from the AN1x, which
would explain the constant chatter that you see. If you can see the
chatter with just the output of the AN1x connected to the SB midi in
then that would prove it. Then you can effectively ignore the constant
chatter.

Have you tried turning on the PC and the AN1x without anything connected
then try connecting the out of the card to the in of the synth?
