How about using plug-ins or applications on your computer? After all,
finalising doesn't necesarilly have to be a real-time process.

'Cheap' and 'quality' generally don't go hand in hand, when applied to
monitors. A really decent pair of powered monitors would shake you for
around 3000 guilders (gulp). They can be had cheaper, but you'll loose on
quality.
Best thing, though, is to take the music you like and which is similar to
what you make (NOT the music you made yourself!) and trust your ears.
