being a new card and balanced i would say its a 10k balanced source
 
dont know what the an1x output impedance is
 
but impedance miss match can cause volume problems

Does this sound normal?

It depends on the headphones impedance, the phones output can find it hard with low impedance phones. For your imput level problem it could be the same : the input impedance of your sound card may be too low for the AN1x line output.
