Actually any old limiter will do that, and I keep one across my monitor
buss for just that reason when I'm working with recordings with really
variable level. Just set the threshold high enough that no gain
reduction happens when "normal" sounds are going on, but low enough that
it kicks in when stuff goes nuts.
