Yes !
you must have access to an EPROM programmer (something plugged behind a
PC or a Mac with the related software) and a blank EPROM of the same
type than the AN1X one (pinout, size and access time) . Assuming you
have both , there are 2 possible ways :
copy an EPROM with the good OS inside or,
with the same equipment, dump the OS from the Yamaha EPROM into a JEDEC
or binary format file, load it into the computer and "burn" a new
EPROM.. Or 10!
The second is more convenient for a collective use because the file
could be shared by a lot of people, even if they can't copy an EEPROM
loaded with the last O.S. But some EPROMS can be protected : you can
copy them, but not dump the whole content into a file.

It depends on the country but in theory the answer is no in most cases.
But as Yamaha has stopped its production i don't think they could be
interested in some lawsuit. For old cars or motorcycles some people are
re-manufacturing spare parts unavailable from the original manufacturer
without any legal problem.

The EPROM chip itself not , but the programmer can be expensive for a
hobbyist.... Not the hardware which is relatively "basic" but without
software .... sometimes it is possible to find one on the second hand
market, some electronics DIY magazines have certainly issued their own.
But it is not very common.... and to use it once ...

Don't expect a monster upgrade: maybe some minor changes mostly related
to the MIDI interface, some bugs found when you try to use your synth
with another special one or some exotic soundcard . 99% of the owners
could not even notice it ! Yamaha is a huge company and its products are
extensively tested before entering the market. With small companies the
first customers often "end" the tests, and the first revisions are often
awfully unreliable. Some famous exemples : the first Prophet 5, the
first Linn drums ... and lots of others.
Has someone tried to compare accurately the last O.S. to a previous
revison ? Results ?
