Hi,
Nice idea!
I would make them with a CNC-mill or lathe and make them out of 10mm
aluminium. Then i'd drill the holes for the light to pass throug
directly into the wheel and get the wheels anodized for a nice finish.
Mount them on a common shaft and put the pcb with the LED/photo
transistor-"fork" beneath it all.
