19" front panels are usually thick (2~5 mm) aluminium, not steel.

I can make you a 19" x 2/3U x 3 mm aluminium panel but it won't
have the photo-sensitive layer. Or any kind of surface treatment
for that matter.

It might not be strong enough for a very deep unit. Short and deep
units like 2U high, 60-cm deep servers are to be put in 19" racks
that have a second pair of rails in the back. Otherwise, the
torque would twist the front panel. And possibly the rails.

You can reinforce the front panel with steel ears. 3 mm thick
steel L will probably withstand the forces but then the rack rails
will be the weakest link...
