[sdiy] Newbie Schematic question

Hi All...

placing my ignorance on parade yet again...

I'm trying to finish off an EFM VCF-1e filter, but I'm at a loss as  
to where to connect 5 of the lugs on the pots. There are small arrows  
pointing up and down on the schematics from two of the lugs on the  
pots (http://www.samecoff.com/jpgs/schematic.tiff and http:// 
www.samecoff.com/jpgs/schematic2.tiff) and I'm embarrassed to admit  
that I don't know what that symbol means. (I do know that the one  
pointing down from the cutoff pot indicates a connection to ground.)  
My guess is that it indicates a connection to the positive and  
negative power rails. Given that there are no holes on the PCB for  
this purpose, (and assuming that my guess is correct) what's the best  
way to go about making these connections? Should I tack solder onto  
the backside of the power header, or should I get a really really  
tiny drill bit and put a few holes in power buss which runs down the  
middle of the board? If I drill the holes, how do I resolve the issue  
of no pads?

I know it's a no-no to post the whole schematic w/o permission, but  
given that they've been removed from the EFM site, I figured I was  
safe posting a tiny little part of the schemo? I'll take them down as  
soon as I figure this out. Thanks!
