A few thoughts.
The cores are usually a dust iron slug. If you can find out what type they
are, they may be replaceable, and so may be broken in removing them. I had a
similar problem once with an old radio I was helping a friend restore.
Attempting to rotate the cores led to several of them breaking up. We found
some similar ones and re-aligned from there.
Some cores used to have a piece of what looked like elastic band trapped in
the threads, I was not sure if this as for core locking, anti vibration, or
to reduce microphony, (some coil tuned organs were not good on stage with
rock bands for that reason).
Last ditch idea - get the schematics if you can, it should be possible to
reverse engineer the coil values and wind some more. It's not as bad as it
sounds - I've done it to make equalisers in the past.
