I've lost context so pardon me if this does not apply to your
application but :
A workable tuning standard for VCOs is 5 V = 440 Hz. That's
convenient because it joins two commonly available references. It
gives you 0 V = 13.7 Hz and +10 V = 14.1 kHz.
For a frequency range centred around 20 Hz - 20 kHz, you'd have to
specify 5 V = 632.45 Hz (or 440 Hz = 4.4765 V), giving you 0 V =
19.8 Hz and 10 V = 20.2 kHz.

Yes as long as you can deal with hotter signals (like 20 Vpp) as
VCFs can have gains greater than 1.
