If you can touch them for a few seconds but no longer with dry fingers, 
their case temperature should be between 50°C and 60°C.

There were clip-on heatsinks for TO cans (you could easily make them 
yourself from a strip of aluminum and copper).  I don't think you'd 
need forced airflow for the temperature levels you mention, there are 
many things that run way more hot.
