You could build some external logic activated by a read to external program
space from the 8031 to pause the CPU clock (CMOS 8031s should run down to
DC), read the serial ROM location requested into a parallel latch presented
to the data bus, the restart the CPU. And repeat.
But if you can do that for less that the price of an EPROM, you should be a
rocket scientist.
I can't understand why anyone would use an 8031 with external ROM in the
days of cheap high speed MCS51 parts with 64k FLASH and serial
bootloaders...
