According the the website, the free WebPack tools can be used to 
synthesize designs for the entire Spartan-3E family, including the 
XC3S500E-4FG320C FPGA that's included with this board. Developing for 
the microblaze soft processor which can be instantiated in the FPGA 
requires the EDK which isn't free.
