A more efficient way, would be to use a
texas Instruments TLE2426 "rail splitter
artificial ground". It's just a chip designed
to do what you want.
Alternatively, you could put a couple of 100K resistors
across the 30V & then run the 1/2 voltage to the input of an op amp
wired as a unity gain follower.
