You will not be able to exactly make a SID clone in a Cyclone or Spartan
(Xilinx) FPGA...
The SID was a hybrid of both digital and analog circuitry. The FPGA will
have to be an entirely digital solution. There is nothing wrong with
that...just that it will be different.
You can probably get much more than 24 voices in there...
Now as far as development boards that are low cost...Xilinx development
boards seem to be less expensive. I suspect that Xilinx subsidizes
them. The best deal is the Spartan III starter board, available for $100
from Xilinx...comes with a 200K gate part.
