We're treating our TCF as just a hardcopy version of all of our technical
reports, schematics and design decisions.

Zeit is already on the market. It's been designed according to the EU's EMC
and low voltage directives. We have a certificate of conformity.

Nope, the TCF and the details therein should hopefully prove "due
diligence". We've documented all of the design goals, provided hardcopy of
our sessions with our EMC consultants and details of the seminars we've
attended, included detailed wiring diagrams and all the other things that
should be routine as 'good engineering practice'.
In the case of an accident, you will be visited by a government body who
will give you two days to produce your TCF. If you can't, you're in the poo.

No. The document is company property and the government have no right to see
it, check it etc unless there is a major problem.
