The long delays are usually the effect of envelope generators
or envelope followers (with lag) on the center (cutoff) frequency
of the VCF.

Usually the 'dB' rating is 6dB for every RC filter section, or
equivalent

It there are two main tuning caps, 12dB.  Four tuning caps, 24dB.

It is uncommon, but possible... to design filters inbetween these
usual responses (6,12,18,24...)
