One place I used to work for did exactly that.  They'd buy this thick sheet 
insulation stuff,  4 x 8 foot sheets,  cut it up into somewhat smaller 
chunks,  and then "mill" a pocket into it and stuff a whole circuit in there.  
The material is so easy to work you could probably do that "milling" with 
just a drill bit,  though if you want a straight-sided pocket a drill press 
would be a nice thing to have.
