Of course you can add soft start to any power supply... in fact for
large systems its a good idea and is often included in professional
designs.

I had to do this for a synth that drew 400mA from a 800mA supply...
the start up capacitance was too high. I used two resistors in series
with the supplies (15 ohms) then shorted them out with relay contacts
after one second. Click - ready
