Steady here. A lot of folk have had problems with big caps in the power
rails. With largish systems the overall capacitance can get too big for
the PSU to handle at initial power on. The current surge is sufficient
to confuse the supplies current limiting.
I would recommend 4.7uF elec and 100nF poly at the point of entry. And
then plenty of 100nF around the board too.
If your power supply is standard current limit and no foldback then you
could load it up with as much capacitance as you wish. But those with
foldback based designs [Condor, Power One, International Power et al.]
may want to avoid excessive capacitance on the rails.
