Actually Farnell do carry some tempcos. Not sure about 3300ppm, but
they have some that are close to this (and you can 'adjust' them by
combining with normal resistors). Some are thru-hole, and there is
extra choice if you are prepared to use surface-mount and solder it
across a small bit of stripboard to attach some wires. Having said
this, none of the ones they sell are precision wire-wound type, so they
may not be perfect for high-accuracy VCO purposes.
