The epoxy sealed electrolytics were usually intended for timing
circuits with values too large to allow the use of film capacitors.
They have about the same dielectric absorption as normal electrolytics...
but electrolyte loss is MUCH less so they remain stable in value for
many years at a time.
They are not real good for higher temperature or ripple current
apps (like not for power supplies)
Today we have good high impedance opamps that almost always
allow smaller cap (ie film) values to be used.
