Hi Roy

Use an up down counter (ala CD40193 or 2 of them for more bits) and add some
debounced push buttons (ala CD40106) to clock it up with one button and down
with another. Then put the output of the counter into an R/2R network with a
high impedance follower and some scaling to get the voltage to step in the
increments you want. .08333 V steps will be half steps for a 1V/Oct unit but
you could make the steps as you like.
