It's quite common to have a thermal fuse wound into the primary of a
mains transformer. I guess it protects against overheating due to shorted
turns. Sometimes they are wired between one end of the primary
and an unlisted tag and can be replaced, but unless you know why
it blew, it's rating and how to test the transformer for shorted turns,
it is inadvisable except as a last resort.
