Hello-
first, check the "mod" wheel & it's connectors -- on the Polysix, the Mod 
wheel is hardwired to the oscillators (as opposed to the filter or vca, as 
is done on other synths).
Next, check the connectors from the CPU board (KLM 367) -- specifically 
CN06 to the front panel, and CN05 to the voice board.  If either of these 
is loose, it can cause the problem you describe.
If that doesn't solve the problem, there might be a problem with one of the 
vco  mod driver ICs ...
Was this one of the battery-damaged PolySixes?
