Logic has that feature, even in old versions (2.6.something), so I 
guess other sequencer programs have it too. You can use a key of the 
computer keyboard or a MIDI note for tapping. I'm not sure if the free 
version, Logic Fun, includes this too.

I tried it once, and it is definitely not easy. You can set a certain 
time window in which a tap is accepted. This does make sense, you don't 
want the tempo go up by a factor of 2 just because you have tapped one 
time too much. But it makes it difficult to change the tempo in the 
middle of a song, because you don't know if a tap has been ignored or 
not. If you change the tempo too abrupt, most taps are ignored. It gets 
worse when several musicians play together, and only one is tapping.
