If I understand your need the right way, here's how I'd fo it:
first tap button hit fires a counter, every next one rewrites
counted value to some register and resets the counter. Then
this value is divided by any desired "musial multiple" and
fed to another counter, that triggers pulse out, when this 2nd
counter has counted down to 0 (and reloaded of course).
Valid pulse output right after 2 hits of tap button.
Simple job to do in a micro (can I say PIC?), not so simple
in discrete logic.
And with the micro it would be no problem to output triggers
and MIDI messages at the same time
