You certainly don't need perfect pitch to tune a VCO, and you don't even 
really need much in the way of relative pitch acuity, either.  You're just going 
to be tuning octaves together and listening for the "beating" or warbling of 
the pitch as it gets close.  The beating will eventually slow down to almost 
nothing, at which point your VCO is in tune (yes, I'm oversimplifying, but that's 
essentially it)

P.S. - Get your friend's books and software anyway.  Understanding relative 
pitch is the most important musical skill you will ever learn.
