[sdiy] Simple Power supply

Hi all,

Sorry to clutter you boxes with something very basic, but I had to get some
advice.

I am in need of a simple regulated 9v power supply for a standalone optical
synth that I'm working on.  I decided to try this one (mainly because I had
all parts and it seemed to fit the bill) ;

Do you see something strange about this from the schem?  To me it looks like
the regulator is connected differently from every other power supply schem
that I've ever seen.  What do you think about this.

I though that I'd hook it up THE RIGHT WAY  : )  So I spent an hour or two,
and made it on a piece of protoboard, completely from salvaged parts.  I
tested it with my meter, and I get about 1.15 volts output.  Something is
definitely not right.

Do you recommend switching the regulator to the orientation shown in the
schem, or is there something else I should look into?
